Constitution


ARTICLE I: Name

The name of this organization shall be the Beta Zeta Chapter of Phi Beta Delta.

ARTICLE II: Purpose

The purpose of Phi Beta Delta is to recognize and encourage high professional, intellectual and personal achievements in the field of international studies. The society serves as a means of encouraging interdisciplinary discourse and promoting the exchange of ideas and information in international affairs among students, faculty, and staff of the university community, as well as with other academic institutions, for the purpose of developing cross-cultural understanding.

ARTICLE III: Membership

Section 1: Membership is limited to students, faculty, and staff at Kent State University who demonstrate a strong international orientation through studies, research, and scholarly and creative activities. Undergraduate student members must have at least a 3.00 grade point average (on a 4.00 point scale). Graduate student members must have at least 3.50 grade point average.

Section 2: The selection of members by the society is made without regard to gender, race, religion, national origin, disability, or sexual orientation.

Section 3: All candidates shall be duly initiated according to the rites of the society.

ARTICLE IV: Officers

Section 1: The election of officers shall be held in the eleventh week of the spring semester.

Section 2: The officers of Phi Beta Delta shall be the president, vice president, treasurer, secretary, and a representative from the Office of International Student Affairs. The president, vice president, treasurer, and secretary shall be elected by the membership of the society.

Section 3: In the event of a vacancy among the elected members of the governing board, the vacant office shall be filled by a member chosen by the governing board until an election to fill the office has occurred. Such an election must occur no later than the fourth week of the following semester.

ARTICLE V: Meetings

Section 1: Regular meetings of Phi Beta Delta shall be scheduled at least twice per semester, during the regular academic year.

Section 2: Special meetings may be called by the governing board. All members must be given a minimum of 48 hours notice, weekends and holidays excluded, prior to the meeting time.

ARTICLE VI: Governing Board

Section 1: The elected officers and the representatives from the Office of International Student Affairs shall be members of the governing board of the society. The governing board shall include, in addition, a representative of the provost's office for academic affairs.

Section 2: The governing board shall meet no less than once a semester during the academic year.

Section 3: Meetings of the governing board shall be open to any of the members of the society.

ARTICLE VII: Method to Amend the Constitution

Section 1: Amendments to this constitution may be initiated by the governing board or by a petition signed by fifteen (15) percent of the membership of the chapter. Upon receiving a proposed amendment, the governing board shall, at its discretion with or without calling a general meeting of the chapter to discuss the proposed amendment, issue a mail ballot to the membership. If no general meeting is called, the governing board shall provide an opportunity for interested members to submit pro and con arguments to accompany the ballot.

Section 2: The become operative, all proposed amendments shall require a majority of the ballots cast.
