By-Laws
I. Bills, Resolutions, and Motions
A. Legislation may be in the form of bills and resolutions.
1. Bills shall be defined as proposed actions to be taken
by Senate which are within the chartered authority of the
Undergraduate Student Senate.
2. Resolutions shall be defined as proposed position statements
and/or recommendations for action to be made by Senate to
governing bodies, quasi-governing bodies, or other organizations
which have the authority to take action in areas not within
the chartered authority of the Undergraduate Student Senate.
B. No legislation (except that which is designated as Emergency
Legislation, as defined below) shall be voted upon at the
meeting at which it is introduced. Such legislation shall
instead be presented for first reading at the initial meeting,
assigned a legislation code, and placed on the agenda for
the following regular meeting. [Bills and resolutions will
be read orally unless specifically requested by a unanimous
of the Undergraduate Student Senate.] Copies of the proposed
legislation must be distributed to all Senate members prior
to or during the legislation's first reading. DISCUSSION AT
THE FIRST READING SHALL BE LIMITED TO CLARIFICATION OF THE
LEGISLATION BY THE SPONSOR. No action shall be taken until
the second reading.
C. Emergency Legislation shall be defined as legislation
which constitutes unforeseen circumstances or calls for immediate
action. Legislation will be designated as Emergency Legislation
if so moved by the sponsor and seconded and approved by a
majority vote of Senate during the legislation's first reading.
Such legislation shall then be on the floor for final disposition,
requiring a majority vote of Senate to pass.
D. Motions used will be those prescribed in Robert's
Rules of Order.
